About Cultural Exchange Liaison Office

The Cultural Exchange Liaison Office (CXLO) of the Leisure and Cultural Services Department is dedicated to promoting cultural exchange between Hong Kong, the Mainland, and overseas. It aligns with the Hong Kong SAR Government's strategy in the Blueprint for Arts and Culture and Creative Industries Development, which aims to reinforce Hong Kong as an East-meets-West Centre for International Cultural Exchange. The CXLO is committed to strengthening ties with arts and cultural institutions both in the Mainland and internationally. Through high quality cultural programmes and signature events, such as Hong Kong Week, held in the Mainland, including the Guangdong-Hong Kong-Macau Greater Bay Area, and in cities abroad, it aims to showcase Hong Kong's diverse artistic achievements and promotes Chinese culture.

Vision

Hong Kong is an international cultural metropolis with a distinct identity grounded in Chinese traditions and enriched by different cultures, where life is celebrated through cultural pursuit, and creativity is a constant driver of progress in the community.  The CXLO aims to foster cultural exchange and mutual understanding with the Mainland, Asia and other regions through collaboration with cultural organisations and institutions from around the world.

Mission

  • To promote Hong Kong as a thriving cultural hub and to reinforce Hong Kong’s position as the East-meets-West Centre for International Cultural Exchange by presenting distinguished local artists and arts groups as well as high-quality local productions to the Mainland and world audience;
  • To explore opportunities for local artists and arts groups to perform or engage in cultural exchange activities outside Hong Kong; and
  • To enhance the awareness of and interest in the development of performing arts in Hong Kong among audiences in other regions by showcasing the unique diversity of Hong Kong’s local culture.

Strategy

  • To nurture and support local artists and arts groups by exploring performance opportunities and organising cultural exchange activities outside Hong Kong;
  • To attract the attention of Mainland and international audience and foster appreciation for the achievements of local artists and arts groups among those outside Hong Kong; and
  • To enrich understanding of and inspire respect for world cultures in the community through collaboration with Consulates-General in Hong Kong.

Hong Kong Week

Hong Kong Week is a cultural exchange event in the format of an arts festival, aiming to promote cultural exchange between Hong Kong and other cities as well as showcasing the essence of the arts of Hong Kong.

Greater Bay Area

The Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) comprises the two Special Administrative Regions of Hong Kong and Macao, and the nine municipalities of Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing in Guangdong Province. To align with the policy of Hong Kong government, the Leisure and Cultural Services Department is dedicated on fostering cultural exchange in the Greater Bay Area. Through network-building, information sharing and collaboration with major theatres, arts festivals and municipal governments, Hong Kong’s artists and arts groups are provided with performance opportunities that fully leveraging the significant prospects offered by the development of the Greater Bay Area.

Inbound Exchange Programmes

To collaborate with Consulates-General in Hong Kong in bringing quality visiting programmes of diverse culture for the Hong Kong audience in order to enrich understanding of and inspire respect for world cultures in the community.

Outbound Exchange Programmes

To explore performance opportunities and organise cultural exchange activities outside Hong Kong to nurture and support local artists and arts groups.

Submission of Programme Proposals

The Cultural Exchange Liaison Office (CXLO) welcomes proposals for cultural exchange programmes to be held in the Hong Kong Week and in the Guangdong-Hong Kong-Macao Greater Bay Area. These programmes may take the form of a “Presentation by the Leisure and Cultural Services Department” or “Programme Sponsorship” to provide performance opportunities for non-profit making organisations. Programme proposals should contain detailed information on the programme concept, form of presentation, artist(s) involved, production details, estimated budget and background of the artist(s) or arts group (such as reviews and audio/video recordings of past performances). Generally speaking, it takes 12 to 18 months for the CXLO to process a programme proposal. Proposals submitted less than 6 months before the proposed performance date may not be considered.

Assessment Criteria and Procedures

All programme proposals are assessed in detail according to the same set of criteria, which include the professional and artistic merits of the programme, its artists and production personnel, the technical viability of the proposed programme, market considerations, and the overall annual programme plan and budget of the CXLO. Assessment of proposals will be conducted at the Programme Meetings of the CXLO and recommendations will be submitted to the Art Form Sub-committee (Festivals) for comment.

Recruitment of Specialists

The CXLO is looking for people with professional knowledge about performing arts, visual design and publishing, as well as those who can provide specialised services for art appreciation activities and cultural events. Available roles include Lecture Speaker, Moderator/Host, Article Writer, Programme Notes Writer, Translator, Editor, Graphic Designer, Illustrator and Stage Technical Coordinator etc. Applicants should possess relevant qualifications and experience. Interested parties are welcome to submit a full résumé detailing relevant qualifications and experience together with a service proposal to the CXLO by email or by post for consideration.
